Position: Public Health Specialist (Bishkek, Kyrgyz Republic)

Job Description: To assist with national public health reform programs in Central Asia, with a primary focus on the Kyrgyz Republic and Tajikistan (the person will initially be based in Bishkek). 
As STLI is an implementing partner working together with Abt Associates in the USAID funded Zdrav+ Regional Healthcare Reform Project, the Consultant will also be accountable through STLI to Abt for portions of the development of public health initiatives in Kyrgyzstan and Tajikistan.
Qualifications: A Master's degree in Public Health or a degree in International Development (or a related field) with experience in public health is required.  Experience in public health management, surveillance systems, and/or health promotion/disease prevention programs would be particularly valuable.  Prior experience in an international development setting would be valuable but not essential.
Consult and advise regarding regulatory changes for public health policy.  This would be carried out in collaboration with respective Ministry of Health entities and public health departments. 
Develop curriculum for and teach training courses in epidemiology.
Consult regarding public health prevention strategies.
Function as an integral part of the broader team of health specialists working on regional health care reform.
The Public Health Specialist is to form relationships with national colleagues in the public health arena.  The focus of these relationships will be to demonstrate the professional image of a highly qualified public health specialist, and to share of themselves, his/her convictions, and integrity through hospitality, conflict resolution, leadership and being an example in all their dealings.

Position: Family Medicine Consultant  (Dushanbe, Tajikistan)

Minimum Skills Required: Board Certified Physician, preferably knowledgeable in Family Medicine.

Job Description: To support and participate in developing the health care system in Tajikistan to the highest level of quality possible. Accountable to STLI as an STLI Associate.  As STLI is an implementing partner working together with Abt Associates in the USAID funded Zdrav+ Regional Healthcare Reform Project, the Consultant will also be accountable through STLI to Abt for portions of the development of a Family Medicine Program in Tajikistan.   The Board Certified Physician is to maintain a long-term presence in Tajikistan, and to become functional in Russian (fluency would be a great advantage). Promote the Family Medicine concept as part of the health reform projects, sharing in the responsibility of improving the health care system of Tajikistan. To function as a part of the Family Medicine Training Team in Tajikistan (this team is composed of doctors and nurses from several different organizations), contributing to the clinical training of national trainees, project administration, faculty development, and relating with the Tajik Ministry of Health and other national health entities involved in the health reform process. 
The Consultant will also be responsible for maintaining academic excellence through a regular evaluative process and for conducting research on the results of training.  The Consultant is to be available on a limited basis to precept coursants and residents in patient care.
The Consultant is to form relationships with individual faculty members, clinic employees, coursants, residents and colleagues in the health reform projects. The focus of those relationships will be to demonstrate the professional image of a highly qualified family physician, and to share of themselves, his/her convictions, and integrity through hospitality, conflict resolution, leadership and example in all their dealings.

Position: General Dentistry Consultant (Bishkek and Osh, Kyrgyzstan)

Minimum Requirements: Fully qualified Dentist, Dental Hygienist, or Dental Technician, to maintain one and more years’ presence in Kyrgyzstan, and to become functional in English or in Russian (Russian fluency is not mandatory but would be a great advantage).

Job Description: To support and participate in developing the dental care system in Kyrgyzstan to the highest level of quality possible and to develop national dental specialists in all clinical areas of the General Dentistry. Promote the General Dentistry concept as part of the health reform projects, sharing in the responsibility of improving the health care system of Kyrgyzstan. The Consultant is to function as a part of the General Dentistry Training Team in Kyrgyzstan (this team is composed of dentists, dental technicians, and dental hygienists from several different organizations), contributing to the clinical training of national trainees, project administration, faculty development, and relating with the Kyrgyz Ministry of Health and other national health entities involved in the dental reform process. 
The Consultant is to be available on a limited basis to precept trainees and residents inpatient care.
The Consultant is to form relationships with individual faculty members, clinic employees, trainees, residents and colleagues in the General Dentistry projects. The focus of those relationships will be to demonstrate the professional image of a highly qualified dental specialist, and to share of themselves, his/her beliefs and values, and integrity through compassion, conflict resolution, leadership, and examples in all their life and work.
